Bible Study:
The following foundational studies are based on Hebrews 6:1, "Therefore leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God, 2 Of the doctrine of baptisms, and of laying on of hands, and of resurrection of the dead, and of eternal judgment. 3 And this will we do, if God permit."
They were first prepared by noted teacher Dr. Ern Baxter, who before going home to be with the Lord he loved gave permission for their reproduction. These lessons are to be distributed freely for use in the discipleship of new believers.

My dear Sister Ruth,
Grace, mercy and peace be with you from God the Father, and from the Lord Jesus Christ, the Son of the Father, in truth and love. Thank you very much for responding so quickly to my request of information on the current state of the revival of the church and city (Titus 1:5) of Cali, Columbia, which reached it’s first climax in 1995, one of the evidences being the powerful drug cartel being brought to justice in answer to united, believing prayer. The last time I asked you this question was about two years ago, you send me a set of your monthly news letters and to see for myself, but I was not able to identify anything of that nature other than more ordinary answers to prayers. Since there was not even any specific update since the Transformation video in 2001, I concluded that Cali was another case of a powerful, but short-lived revival, where the participants have settled down to a status quo at a higher level than before while still thinking that they are living in revival, while the cloud of God had moved on unnoticed, and I trust that you will convince me otherwise.
As far as Montréal and Sister Churches Longueuil and Laval are concerned, the Revival in Cali and the Fidji Islands (a 2004 video LET THE SEA RESOUND, which is more peculiar because it shows that not only one city, but an entire Nation can be revived, IF THE SAINTS PERSEVERE, and also because old wineskins, usually dead, Rev. 3:1, beyond revival happening under their noses, were brought to repentance) are quite important as evidence that the promise God made long ago to His people is still in effect (2 Chronicles 7:14, IF MY PEOPLE …TURN FROM THEIR WICKED WAYS ..), and so are the consequences of Unbelief (Heb. 3:13-19, those that did not obey could not enter, Gal. 5:20, nor inherit the Kingdom of God, Rom. 11:22, cut off like the natural branches), or the way Charles Finney pointed out:

Since I have been preparing for a revival (general repentance of sin, like dividing Christ, 1 Cor. 15:1, believing in vain, defiled garments excluded to enter Kingdom of God, Rev. 22:13-19) by sounding the trumpet (Ez. 33, Gal 2:14, rebuke them before all, those that do not walk according to the truth of the gospel, James 5:20, Titus 1:13), your practical answers to my questions might make the difference between life and death for most of us (2 Peter 3:9) whose love has grown cold (24:12, the greatest number), even having a name of being alive, but are dead. If you think that something that happened may be peculiar to Cali, please point it out so that the general principles applying to every city (Titus 1:5, Acts 20:28, the flock of God in the CITY of Ephesus, which is the Church of God).
In order to avoid any problems of communications, I will give some definitions in terms of God’s Word:
1. What is a Revival?
Psalm 85:6 says: Will you not REVIVE us again?… and grant us your SALVATION
We can know fore sure that the sins of a lukewarm, rebellious and contradicting People of God which are dead and at the point of death (2 Chron. 7:14, why would you die, o House of Israel?, MY PEOPLE PERISH FOR LACK OF KNOWLEDGE, Gal. 5:20, adultery, divination, divisions of the body of Christ, rivalries and those that do like things shall NOT inherit the Kingdom of God, 1 Cor. 15:1, believing in vain unless you keep the Word as Paul preached it, Rom. 11:22, cut off like the unfaithful natural branches, James 5:20, Heb. 18:28, if WE sin willfully, Mark 9:48, unrepentant and unforgiving saints cast into the fire of HELL).
Therefore, a revival is not adding believers to a religious system eager to draw proselytes on a no cost, no works, obedience if and when you can, prosperity in all things basis to make them twice more sons of Hell than themselves once they are fully taught with their divisive doctrine (3 John 3, Diotrephes who loved to have pre-eminence among the brothers, a duly established Elder who sins willfully, Heb. 10:26), but rather, as Charles Finney said:

2. What is Obedience?
As you know, Mat. 28:20 is often referred to as the Great Commission, which involves our sects and divisions to go into all the world, so that no nation or country might lack any of our divisions so that there may be no lack of confusion, and the subject of OBSERVING ALLTHINGS WHATSOEVER is never preached to, and if someone should ask, he would be told that due to something like the dichotomy of history or some other excuse we cannot possibly do everything that is commanded from us, a lie that covers the sin of UNBELIEF (Jude 5, The Lord, after saving the people out of the land of Egypt, afterward DESTROYED those who did not believe (1 Cor. 15:1, unless you believed IN VAIN, Luc/Luke 13 :34, the FEW even in the Church and City of Sardes, who had not defiled their garments, who alone in Sardis would walk with Jesus in white, Rev. 3:1, Mat. 7:14-21, him only)

3. Who is the good and FAITHFUL Servant? Vs. He who CANNOT be a Disciple of Jesus (Luke 14:26)

It is important to see that Jesus did nothing to encourage half-hearted people to follow him, nor did he avoid any subject (like hell) so that it might be discussed when the people are more mature or knowledgeable. In fact, instead of making compromises, he made it very hard to follow him, like in the case of the rich young ruler, who was very religious already. What is more, when he saw that multitudes were following him, he posed conditions of following him that caused most to turn away from him, and he had enough courage to ask even his 12 disciples: And you, will you turn as well? However, for good or bad motives, the works of the flesh or carnal elders are such as brother Pink points out above, and it is this majority of lukewarm, carnal and dead disciples that is setting the standards for the testimony of Christ in the City, and as a result, the Word is handled with slackness, and justice never goes forth (Habakkuk 1:4, obscuring the designs of the Lord. Job 38:2), especially if some of these people become Elders (not by calling, but the only qualification that matters, the paper of a denominational bible college). Since, therefore, none of the Elders in Montréal claim to have the testimony of being pure of the blood of those that heard them proclaiming the Gospel without withholding anything while their hearers sinned wilfully anyway, like those among them preaching perverse and distorted things after Paul’s departure to draw disciples after them (Acts 20:25-31, saving both yourself and those who HEAR you, 1 Tim. 4:16, if WE sin wilfully, Heb. 10:26) there will be a large number of sinning saints that find out the day they die to their horror that they will spent eternity together with their sinning elders (like Diotrephes, 3 John 3, deceiving and being deceived, 2 Tim. 3:13, their hearts hardened by sin and unbelief, Heb. 3:13-19). In your case, over 10 years in Cali of teaching the Word as Paul preached it (1 Cor. 15:1) should have driven the last stiff-necked, unrepentant saints away to the churches not participating in the revival (repentance), who will have gladly given them assurance of salvation, only to catch up with reality and the saints of Montréal in hell anyway (see also file BARNA Lukewarm disciples a majority and CH STANLEY Sinning wilfully by turning our ears away from the truth)
4. Faithfulness in establishing Elders IN EVERY CITY according to Paul’s instructions (Titus 1:5) and careful attention to time
Paul had ONE plan for EVERY church he established, namely after having preached the Gospel in every city, those
that believed the Word were baptized by immersion the same day and the disciples were referred to as the
Church of that CITY (like Corinth, Acts 18:8, 1 Cor. 1:1, 2 Cor. :1, the Church of God which is at Corinth, Eph. 1:1,
The saints which are at Ephesus etc). On his second visit, he ordained them Elders in every city (Acts 14:23). Later,
He sent Timothy (1 Tim. 3:1) and Titus (Titus 1:5) to establish Elders in every CITY, and he never gave us
Authority to do anything differently, like heaping up for themselves teachers to turn away from the truth (2 Tim.
4:3). Likewise, the amount of time spent in fellowship with the saints is not left to chance, but we understand that
in the Church in Jerusalem, the disciples were of one heart and of one soul, persevering in the apostles doctrine,
fellowship, breaking of bread daily in the temple and from house to house. In Ephesus, Paul exhorted them daily
with tears for the space of three years and in Heb. 3:13, we understand that the saints had neglected their
salvation and time of careful study of the Word of God, especially the solid food thereof, lest we should let it slip,
but exhort one another daily, as long as we can say today. Likewise, the proper balance between preaching
and becoming faithful Stewarts of the gift of grace every one has received (1 Cor. 14) unto edification is of vital
importance. Therefore, when elders have one or more spiritual gifts, they will be perfecting the saints to do the work of ministry, and every disciple becomes a faithful servant to edify one another, coming behind in no gift in the CITY (Eph. 4:1-28, 1 C0r. 7-10. 14:1-25), until we all come into unity of the faith and the knowledge of the Son of God (something no bible school has ever accomplished, but to teach how to divide Christ).
5. Perfect Unity in every City, repentance from dividing Christ (1 Cor. 1:7-10)
But as touching brotherly love you need not that I write unto you: For you yourselves are taught of God to LOVE ONE ANOTHER. And indeed you do it toward ALL the brothers which are in ALL Macedonia: But we beseech you, brothers, that you INCREASE MORE AND MORE
Paul on Willingness to be taught of GOD (1 Thes. 4:9, 2 Thes. 1:3, Paul to the saints of the CITY of Thessalonica and Montréal, in ACTION and in TRUTH, 1 John 3:14-18, and not remain in DEATH, or UNBELIEF, which is DISOBEDIENCE, Heb. 3:3-19, Rom. 11:22, cut off like the natural branches)
Now I remind you, brothers, what is the Gospel which I preached to you,
Which also you have received, and in which you stand,
By which also you are saved, if you keep (obey) the Word as I have preached it to you,
UNLESS YOU HAVE BELIEVED IN VAIN (1 Cor. 15:1)
Speak every man TRUTH with his neighbor; for we are members one of another (Eph. 4:25)
The disciples of the Flock of God, the Church of the Corinthians and disciples being brought back to the truth (James 5:20) in Revivals have all one thing in common: They repented from their sin. In the Church of today, we are much more sophisticated: Even though we do excellent Bible Study programs like the Alpha Course, which clearly states in the talk about the Church that divisions are an Offence to God, and we need to work without ceasing to return to the truth (1 Cor. 15:1, saved by the Word if we KEEP it, as Paul preached it, unless you have believed IN VAIN), we might shed a few crocodile tears (if we show the session at all) of how unfortunate this is to the testimony of Christ, by which we should be clearly set apart by the love we have one towards another, and then we show by our actions that we are Hypocrites as much as the Pharisees, who crossed land and see to make one disciple, but Jesus said: HYPOCRITE! YOU MAKE HIM TWICE AS MUCH A SON OF HELL THEN YOU ARE1 (Mat. 23:15). I have assisted other Bible studies where the same people attend week after week, year after year and in 20 years of studying the bible, neither the leader nor the participants have been able to learn from God how to love one another, nor the saints of their neighbouring Church, not even the brothers of their nearest own sister churches in truth and in ACTON (1 John 3:14-18), so filled are they with unbelief (Heb. 3:13-19):

Therefore, having clearly defined the sense and the meaning of the major terms, here are my questions:
1. If there was an update of the 2001, what would you mention to show that the Cali revival is still alive and growing?
2. Has the revived Church of Cali recovered the capacity to perfect the saints to do the work of ministry (Eph. 4:25), or do new pastors still come from denominational bible schools?
3. Do you have testimonies of visitors which keep the Word as Paul preached (1 Cor. 15:1) that has commented more recently?
4. Is there any continuing effort to talk to the Churches which have not participated in the Revival (repentance), especially those like the Churches of Christ (who say that you cannot be saved if you praise the Lord with Instruments in the Church), United Pentecostal Churches (who say that you cannot be saved if you believe in three persons in the Godhead, and not Jesus only) or Catholic Churches, and if so, was their a clear message that you are pure of their blood (Acts 20:25), if they do not repent (Heb. 3:13-19, Rom. 11:22, cut off, Heb. 10:26, if WE sin wilfully)?
5. Of the approximately 200 participating divisions and churches, how many are remaining, and has there been an increase?
6. What do you think of the role of the woman of the Church (1 Cor. 14:34-37)?
7. You mention that you have a long way to go. What do you hope to accomplish within the next seven years?

What is it that you would like to know about Cali? I would be happy to answer your questions. I am traveling right now, so it may take some time to get back to you. But please be assured that the unity continues and God is moving in the city. We have a long way to go, but have seen the Lord move in wonderful ways.... having Christian concerts together, seeing new people come to the Lord, helping about 90 pastors with scholarships so they can study theology, etc. We know the drug trafficking isn't over... but the Cali cartel doesn't exist any longer. The guerrilla forces and others are the ones who have taken over from other fronts. But even with this, the Lord continues to move and we continue to work together for the Kingdom of God.

P.S. I wrote to you and your wife on several occasions to find out how the brothers of which you reported so well have been doing, especially after hearing that in Cali, Colombia, where the Lord gave a great victory of bringing to justice the powerful drug cartel and turned the world around completely after His people repented of their wicked ways of dividing the Body of Christ (2 Chr. 7:14, Rev. 3:1, dead) and forming a common leadership (Titus 1:5, establishing Elders in every City, men who teach the Word as it has been taught). Unfortunatly, a new drug cartel has taken the place of the old one, and apparently the unity quickly disintigrated into the old sin of division, and even Ruth Ruibal, the widow of Elder and Evangelist Julio Ruibal will not give honest answers on the state of thr revival. Is that why you were consistently silent, and if so, should we not rather pray for the repentance and restoration of these brothers (Heb. 10:26, their latter state worse than the former) before moving on to greener pastures?
